They probably have concerns — will the lights be stolen, or does it actually improve the well-being of students? The professors in my specific department understand it, but the people making decisions about the library are pretty far removed from that reality.

And usually the people deciding on better lighting are not the ones sitting 16 hours a day in the library studying. So they don't feel the necessity.
