I think Spain — or Portugal — has done something similar, but this is Europe. It's a very dispersed continent. Everyone is looking at each other thinking, "Well, if Germany does it, we'll probably do it too, and if they don't, we'll just wait."

So it's partly a question of leadership, but honestly it's just a hassle. I think that's the main reason it hasn't been adopted yet.
