Is the global health crisis a knowledge gap or an incentive failure?

Do you think this is a knowledge problem or an incentive problem?

I wouldn't be surprised if health economists could put a price tag on it. But in a way, I'm not sure whether that's really helpful, because then policy makers need to make policies to make things healthier. We're probably talking billions, as with most things regarding health. I don't think it's really a policy problem as such — it's a knowledge problem, I would say.
